If you are using an application, be sure the camera has been enabled within the app, as this may be the cause of the camera not working.
If you are able to open the camera on your Dell laptop without an issue, you may be thinking that you have avoided any and all problems when it comes to this feature on your device. Although this would be true in a perfect world, some users, although having no trouble with opening the camera and getting it to work, have noticed that the camera is not centered once it has been turned on. If this is the problem you are experiencing, continue reading. If your Dell laptop camera is not centered, the most common issue involves the laptop itself not being positioned correctly for the frame you wish to capture.
Be sure you have the laptop in a position that achieves the angle you wish to ensure a centered shot or video stream. If the camera on your Dell laptop is working, the function of this feature is nearly useless if the picture coming from it is not clear. When using the camera on your Dell laptop, the image should be as clear as if you were in the room face to face. If this is not the case for you and the camera is not capturing a clear image, what can be done? When you open the camera of your Dell laptop, it may take it a few seconds to adjust to the light in the room you are in, take in the various objects within the frame, or simply load.
However, once any of these processes have taken place, it should only be a few seconds before the camera is able to adjust and focus. If you have a Dell laptop camera that is not focusing, what can be done? If it works on another application, the problem is with the Zoom app. The reverse is also true.

Lagging and freezing usually indicate a problem with your internet connection. On a mobile device, move to an area with a better connection to see if this helps. On PCs, stick with a wired Ethernet connection, if possible. Aim for the right internet speeds for a successful video chat. When talking with multiple people in a team setting, you want the upload speed around 1Mbps and the download speed around Kbps. You can always check your current speeds with a quick internet speed test.

To access these options, click the cog icon Settings on the main screen of the Zoom desktop app, or click the arrow icon within the video camera icon during a call and then select Video Settings on the pop-up menu.

Can you take a look at your video settings in the Zoom client, especially at the bottom click "Advanced".
We may need to tweak these settings and see if we can find a winning combination. If you could try a setting, test again, and then make changes one at a time to see which setting could be impacting this issue?
